AI Center of Excellence: How to Build the Internal Function That Scales AI Across Your Company

An AI Center of Excellence (CoE) is the internal function that sets standards, builds shared infrastructure, enables product teams, and ensures responsible AI use across a company. Companies that build effective AI CoEs ship AI features faster, more safely, and more consistently than those where every team re-invents the wheel. But a poorly designed CoE becomes a bureaucratic bottleneck. This guide covers how to design an AI CoE that accelerates product teams rather than slowing them down.

What an AI CoE Actually Does

The mandate of an AI CoE is to create shared leverage: tools, standards, knowledge, and infrastructure that every product team can use rather than building independently. An effective CoE makes the 5th AI feature your company builds as fast as the first, with better quality and fewer safety incidents.

Shared infrastructure and tooling

Build and maintain the shared AI infrastructure that product teams plug into: evaluation frameworks, model routing infrastructure, safety filter libraries, monitoring dashboards, and prompt management systems. Every team that doesn't have to build these from scratch is faster and more consistent.

Standards and governance

Define the standards that all AI products must meet before launch: safety evaluation requirements, quality thresholds, documentation standards, and review processes. These standards protect the company and create consistency across products without requiring central approval of every decision.

Enablement and knowledge sharing

Run internal training, maintain a knowledge base of lessons learned, and act as a consultative resource for product teams building AI features. The best CoEs function like an internal consulting firm — teams come to them for expertise and leave more capable, not more dependent.

Vendor and model evaluation

Maintain relationships with and evaluate AI providers, foundation model vendors, and tooling suppliers. Product teams shouldn't each independently negotiate with OpenAI, Anthropic, and AWS. Centralized vendor relationships give the company better pricing, better support, and unified contractual terms.

Staffing and Structure

AI Product Lead / Head of AI CoE

Sets the strategic direction and priorities for the CoE. Typically a senior PM or product leader with deep AI product experience. Accountable for the CoE's impact on company-wide AI quality and velocity.

ML Engineers / AI Engineers

Build and maintain the shared infrastructure: evaluation frameworks, model routing, fine-tuning pipelines. 2–4 engineers for a mid-sized company; larger organizations may have 10+. Focus on infrastructure, not product features.

AI Safety / Responsible AI Lead

Owns safety standards, red-teaming programs, and responsible AI governance. Increasingly a standalone role as AI deployment scales. Works across legal, product, and engineering to define and enforce safety standards.

AI PM Enablement / Training Lead

Responsible for internal enablement: training programs, knowledge base, workshops for product teams. Often a PM who has shipped multiple AI products and wants to transfer their expertise. Can be a fractional role at smaller companies.

CoE Operating Models: Centralized vs. Federated

The structure of your AI CoE should match the structure of your organization. A highly centralized company might run a centralized CoE that owns all AI development. A decentralized, product-led company should run a federated CoE that enables distributed teams rather than owning their work.

Centralized CoE (hub model)

All AI development flows through a central team. Product teams request AI features; the CoE builds them. Works at small scale (few products, nascent AI capability) but doesn't scale — the CoE becomes a bottleneck as demand grows. Only appropriate for early-stage AI adoption or for companies with very high standardization requirements (regulated industries).

Federated CoE (hub-and-spoke model)

A central CoE team sets standards and builds shared infrastructure, while embedded AI PMs and engineers in product teams own feature development. The CoE is an enabler, not a gatekeeper. This model scales well and keeps product teams autonomous while ensuring consistency on safety and quality standards.

Community of practice (lightweight model)

For smaller companies or early-stage CoEs: a community of AI practitioners across product teams who meet regularly to share learnings, standards, and tools. No dedicated headcount; shared infrastructure is minimal. Lower overhead, but also less shared leverage. Appropriate when AI is still exploratory across most product teams.

Common AI CoE Failures

Becoming a gatekeeper, not an enabler

CoEs that require approval for every AI feature become obstacles. Product teams route around them, ignore their standards, or build shadow AI capabilities. Design the CoE as a resource teams want to use, not a compliance checkpoint they must pass. Make standards adoption voluntary where possible and earned through demonstrating value.

Optimizing for consistency over velocity

A CoE that values perfect standards over shipping speed will lose the confidence of product teams. Ship a minimum viable shared infrastructure that is genuinely useful, then improve it. Don't spend six months building the perfect evaluation framework when teams need something today.

No clear measure of CoE impact

CoEs that can't demonstrate impact get defunded. Define your impact metrics before you start: how many teams are using shared infrastructure, how much time is saved per AI feature shipped, quality improvement across products, reduction in safety incidents. Report these metrics quarterly to leadership.

Staffing with researchers instead of product practitioners

A CoE staffed primarily with ML researchers and academics produces excellent papers and prototypes but doesn't deliver the practical infrastructure and enablement that product teams need. The most effective AI CoEs are staffed primarily with practitioners who have shipped AI products and understand product team needs from experience.

AI CoE Launch Checklist

Foundation (first 90 days)

Charter document defining mandate, operating model, and success metrics. Stakeholder alignment on centralized vs. federated model. Initial shared infrastructure identified (at minimum: evaluation framework and safety standards). First team enabled — pick one willing product team to partner with and demonstrate value.

Scaling (3–12 months)

Shared infrastructure expanded based on most-requested needs from product teams. Standards documentation complete and accessible. Training program running (at minimum quarterly sessions). CoE impact metrics being tracked and reported to leadership.

Maturity (12+ months)

Federated network of AI practitioners in product teams contributing back to CoE knowledge base. Vendor strategy rationalized (consolidated relationships, better pricing). Safety review process integrated into standard product launch processes, not experienced as a separate hurdle.
